What Is Energy Sharing and How Could It Let Neighbors Share Rooftop Solar Power?

Energy sharing sounds like a simple concept. People with rooftop solar panels share the electricity they produce with neighbors, through the public grid, bypassing a conventional electricity supplier. The benefit cuts both ways. The solar operator can potentially earn more than the standard feed-in tariff. The neighbor who buys the surplus pays less than the market price. Both sides reduce their dependence on volatile wholesale prices.

That is the theory. The practice, according to reporting from SWR, has been a false start.

The neighborly idea

Germany passed a legal framework for energy sharing under Paragraph 42c of the Energy Industry Act. It was meant to let neighborhoods and energy cooperatives jointly use electricity generated by solar or wind installations. The idea is that people who live near each other become a small community grid. A roof, a street, and a shared meter could form a local energy loop.

Why the launch stumbled

In practice, the rollout has struggled. SWR reports that network operators have complained they cannot support or implement the model. The missing piece is the smart meter.

Energy sharing requires precise measurement. To know how much solar power a roof produces and how much of it a neighbor consumes in the same period, you need an intelligent metering system. Germany lags badly in installing these meters. Without them, local sharing cannot be booked properly. SWR also reports that public funding, reduced grid fees, and simple model contracts are absent. That makes the scheme economically unattractive for both producers and consumers.

The Frankfurter Rundschau describes a similar conflict over costs. The economics ministry rejects rebates on electricity levies for people who share power. Instead, participants would pay an additional “prosumer surcharge.” Green party politicians warn that fees could strangle decentralized citizen energy projects. An energy expert quoted by the Frankfurter Rundschau calls the federal government sluggish, arguing that the plan affects millions of households.

A requirement from Brussels

Why is Germany doing this at all? The push comes from the European Union. SWR notes that an EU directive on the internal electricity market requires member states to give small households the right to share renewable energy. Germany had to create a legal path.

What has to happen next

The bureaucracy is now catching up. SWR says the Federal Network Agency and the German Association of Energy and Water Industries (BDEW) are working on a platform solution to standardize the process. Meanwhile, practical guidance is emerging for businesses, too. Berlin’s energy agency, KEK, has run sessions with the SolarZentrum on implementing energy sharing, solar systems, and storage in commercial operations, including using batteries to cut peak loads.

None of this means neighbor-to-neighbor solar power is ready for the mainstream. The legal structure exists, but the metering infrastructure, fee rules, and standardized contracts remain works in progress. Until those pieces lock into place, energy sharing will be an idea more discussed than used. Its fate will tell whether Germany can turn a European right into a working local market for rooftop electricity.
